Silas McAllister is the a greedy land speculator and con artist which serves as the main villain of Westward III : Gold Rush . At first he appeared that he wanted only to help , and that Willy was the bad guy , in , in fact , he wanted to buy precious land , and ultimately achieve governorship of California . He had paperwork for the 2 panning mines of the river .
When he loses the elections for governorship of California to Jake Baron , he attacks the player's city at the end of the game . When his wagon is destroyed he initially came out shooting , but then asks for mercy . He is forced to leave not only the city , but the entire California .
